Chennai Corporation set to have 45 more wards

The expanded Chennai Corporation will have a total of 200 wards spread across 15 zones. The total area will increase from around 174 sq km to 426 sq km. A Government Order pertaining to the expansion, issued recently, and details of the new ward limits were placed before the Corporation Council on Thursday.

The expansion, from the existing 155 wards and 10 zones, involves bringing areas in the neighbouring local bodies. The expansion is based on comparisons with other major cities such as New Delhi, Greater Mumbai, Greater Hyderabad and Greater Bangalore.

The delimitation has been carried out on the basis of 2001 Census. A detailed exercise for delimiting the wards of the expanded Corporation was carried out by the civic body in consultation with local bodies concerned giving consideration to factors such income, area and population. The expansion would help the Corporation generate more resources, optimise expenditure and improve administration.

For better administration, the civic body recently made a proposal for appointment of three Additional Commissioners having offices in Saidapet, Basin Bridge and Anna Nagar. The council meeting on Thursday adopted a resolution permitting the civic body to obtain government approval for constitution of 15 ward committees after the local body elections next month. It also approved the delimitation of wards and list of 4,877 polling booths.

The new northern boundary of the city would be Kathivakkam, the southern boundary Uthandi and on the west it would be Ambattur.

Ward 1 of the expanded Corporation would include 12 wards from Kathivakkam Municipality and ward 200 would be Semmanchery. Names of all wards would be decided in due course.

Corporation Commissioner D. Karthikeyan said delimitation of wards had been done considering factors, including geographical boundaries, arterial roads, population and administrative convenience. A total of 18 Assembly constituencies and portions of six constituencies are being brought under the expanded limits.

Mayor M.Subramanian said population of each of the wards would be around 45,000 of which eligible voters 35,000. The existing 155 wards in Chennai city would become 107 wards. Of the newly announced 200 wards, 116 have been categorised as general, 58 are for women, 17 for Scheduled Caste of which 9 are for women.

To a query, he said from an administrative point of view, the expansion would come into force on the date of the notification of elections for Chennai Corporation Council. The Commissionerate of Municipal Administration has provided a list of recommendations to the Chennai Corporation to bridge the gap in infrastructure development in the areas merged with the city. Officials of the CMA said solid waste management and bad roads in suburban areas, particularly in north and western suburbs, posed a challenge.

Tamil Nadu Urban Infrastructure Financial Services Ltd. is preparing project reports for improving infrastructure at a cost of Rs.1,050 crore in nine municipalities to be merged with the city. The eight town panchayats and 25 village panchayats to be brought under Chennai Corporation would be covered under a Rs.2,000-crore proposal.

On delimitation of wards, K. Madhu, a resident of Pulianthope said the size of his ward would become bigger making it difficult for councillors and officials. B. Kannan of Okkium Thoraipakkam said though Rajiv Gandhi Salai and East Coast Road have developed, residential localities on either side have not. “The local bodies do not undertake any developmental activities,” he said.

Extended Vellore Corporation to have 60 divisions

The Vellore Corporation, whose jurisdiction has been extended by merging the nearby 17 local bodies following its upgrade into a Corporation with effect from August 1, 2008, would have 60 divisions (as against 48 wards when it was a municipality) and four ward committees, each comprising 15 divisions.

The G.O. No.107 of the Municipal Administration and Water Supply Department, dated August 19, 2011, containing the details of the reorganisation of the wards into divisions following the extension of the jurisdiction of the Corporation, and which was published in the Tamil Nadu Government Gazette of the same date, was tabled in the urgent meeting of the Vellore Corporation Council held here on Monday. The Council passed a resolution approving the decision.

As per the reorganisation, the ward committee-1 would comprise divisions one to 15, ward committee-2 divisions 16 to 30, ward committee-3 divisions 31 to 45 and ward committee-4 divisions 46 to 60. Ward committee-1 would function in the existing office of the Tharapadavedu Municipality, ward committee-2 in the office of the Sathuvachari Municipality, ward committee-3 in the Old Vellore Corporation building and ward committee-4 in the existing Shenbakkam Town Panchayat office.

Ayub Khan (Dravida Munnetra Kazhagam), member of the 46th ward requested Mayor of Vellore P. Karthikeyan, who presided over the meeting, to locate the ward committee-4 office in the Old Corporation Building in Vellore instead of in the Shenbakkam Town Panchayat office since the Old Corporation Building was easily accessible to the residents of the new divisions which encompass the villages of Ariyoor and Chitheri, the town panchayats of Thorappadi and Allapuram, besides the areas of Kaspa and Ramanaickenpalayam coming under the existing Vellore Corporation limits. The residents of these areas would find it difficult to go to the Shenbakkam Town Panchayat office, he said. Mr. Karthikeyan said that the Corporation would consider his request.

Several councillors urged the need to repair the roads damaged by the digging of trenches for the under ground drainage scheme (UGS) in different parts of Vellore. P.P. Jayaprakash (Congress) said that pregnant women had to a face lot of hardships on account of the jerking of the vehicles because of the damaged condition of the roads in Saidapet area when they go to the Maternity and Child Welfare Centre in Saidapet for the routine check-up or delivery. N.A. Balasundaram (Desiya Murpokku Dravida Kazhagam) said that the damage caused to the roads because of the digging of trenches for UGS caused hindrance to the free flow of traffic in his ward. Balaji (DMK), councillor of the 27th ward, said that the roads in his ward have been badly damaged because of the UGS. All the councillors wanted the road to be repaired immediately.

ISO certification for Tiruporur Town Panchayat

The Town Panchayat, Tiruporur, has been awarded with ISO 9001:2008 Certificate with respect to provision of public utility services.

According to the director, National Ecological and Educational Development (NEED) Trust, Tiruporur, N.Ramachandran, the trust decided to forward a proposal for ISO certification for the Town Panchayat after taking into cognisance the various works / projects executed by the local body in creating basic amenities / facilities for the residents of the town as well as pilgrims visiting Sri Kandaswamy temple.

It was also impressed by the manner with which the Town Panchayat had implemented schemes / projects to protect environment and sustained its efforts to keep the environment clean and green for the past 3 years.

BSCIC Certifications Pvt. Ltd. (formerly BSC International Certifications Co.) has awarded ISO certificate to the Town Panchayat on August 10 after ascertaining that the local body was operating quality management system which complies with the requirements of ISO 9001:2008 certification, with respect to provision of public utility service.
