Unfit tenements, say Opposition councillors and stage walkout

COIMBATORE: Opposition Councillors walked out of the Coimbatore Corporation Council on Tuesday, protesting against the decision to forward the list of eligible families to the Slum Clearance Board for allotment of flats at Ammankulam on the ground that the structure was still unfit for occupation.

Decision

The Opposition said it was objecting to the Corporation's decision in the light of a couple of apartments sinking when they were under construction at Ammankulam a few months ago.

Members of the All India Anna Dravida Munnetra Kazhagam (AIADMK), the Communist Party of India, the Communist Party of India (Marxist), the Marumalarchi Dravida Munnetra Kazhagam and the Desiya Murpoku Dravida Kazhagam cited irregularities in the construction and “cover-up regarding the structural stability” as the reasons for protest.

P. Rajkumar, AIADMK Councillor, said the civic body would be responsible if anything untoward happened after the allotment of flats to the beneficiaries.

He suggested that the Council withhold the list of beneficiaries only as far as Ammankulam tenements was concerned and go ahead with the Ukkadam tenements.

Since the sinking of the tenements, the Corporation had been hesitant to convene a special sitting as demanded by many Councillors, he said and demanded that a sitting be held at the earliest.

The Councillors' anger had to do with the resolution the civic body tabled at the meeting. It said the list of people displaced during the removal of encroachments along Sanganur Canal, Ammankulam, Muthannankulam, Periyakulam and Valankulam and laying of roads at the time of the World Classical Tamil Conference was being placed before the Council for approval.

It also sought the Council's approval for receiving the margin money from the 3,840 beneficiaries for securing the Central and State government grant and also letting the Slum Clearance Board allot the flats.

Opinion

Corporation Commissioner Anshul Mishra clarified that expert opinion was being sought to assess the safety of the tenements.

Only in the event of the flats being found safe, would the Corporation help the beneficiaries occupy the flats. He appealed to the agitated Councillors to wait for the experts' report.

Earlier, while discussing civic issues, M.S. Velmurugan, Independent Councillor representing Ward 57, and Mayor R. Venkatachalam got into an argument that eventually led to the former's expulsion from the meeting and suspension for the next two.

Councillors spoke on the need for early completion of UGD work, repairing street lights, easy availability of swine flu vaccine, having basic amenities in all wards among other things.

Nov. 30: Councillors of Chennai corporation, cutting across party lines, have demanded that the contract with Delhi-based Neel Metal Fanalca be snapped since it had made a mess of the waste management in the city. However the mayor, Mr Subramanian, turned down the demand and said that the NMF contract can’t be terminated as litigation in this regard was pending with the court.

No sooner did the council meet begin that the ward members raised allegations criticising the NMF for not doing its work. The opposition floor leader Saidai P. Ravi said garbage stagnation was occurring in many zones outsourced to NMF and pointed out that the majority of the councillors had opposed the functioning of the firm.

“The public and the ward members will be happy if the civic body’s staff replace the private operator and clear the garbage,” he said. Reiterating that elections were approaching, he urged the mayor to solve the chaos in waste management at the earliest.

“Councillors are facing the public’s wrath for NMF’s mistakes,” he said. Responding to the complaints, Mr Subramanian said an all-party meeting would be held soon with the top brass of the NMF to reduce the number of complaints.

He added that more interactions will be held to improve waste management in the city. To a query on the proposed recruitment of 5,800 conservancy workers for corporation, he said that the recruitment was stalled following a litigation filed by the private firm.

However Mr Subramanian did not give a concrete response to the issue and maintained that steps will be taken to improve the functioning of NMF. According to sources, the city corporation collects about 3,400 tonnes of garbage daily in coordination with Neel Metal Fanalca and without any treatment just dumps the waste in Pallikarnai marshland and Kodungaiyur dumping yard.

Meanwhile, the councillors also complained to the mayor at the meet that mosquito menace was increasing in the city.

TIRUCHI: The Corporation has taken up an initiative for removing the water hyacinth in the Uyyakondan river and other water bodies in the city for ensuring free flow of storm water.

Incessant rain for the past few days and sharp showers on Sunday resulted in slow discharge of flood water in the low lying areas. The surplus discharge from the Koraiyar, Ariyar and Uyyakondan rivers reaches the Cauvery through the Puthur weir.

S. Sujatha, Mayor, accompanied by T. T. Balsamy, Corporation Commissioner, inspected the work on cleaning of hyacinth and Cholaganparai and Vayalur road. The Mayor urged the officials to employ additional workers for expeditious clearing of the vegetation.

Later the Mayor inspected the flood prevention works in Ilango street in Thyagaraja nagar in ward 60, where the banks of a local canal had weakened and were prone for developing breaches.

The Mayor also visited AUT Colony, Kudamuritti river, Ammayappa nagar and Puthur weir. She advised the officials to clear plastic wastes and old tyres especially in low lying areas.

People heaved a sigh of relief on Monday following let up in the showers.
