Dogs rule the streets

On the prowl:Stray dog menace remains unchecked in Erode town.

ERODE: The number of people, particularly school students, falling victims to hungry dogs is on the rise in Erode town and its suburbs.

The Government Hospital here gets 50 to 75 persons every day seeking treatment for dog bite.

“We even witnesses over 100 cases sometimes. Among them, 20 per cent to 30 per cent are children,” doctors at the hospital point out. The actual number, hospital authorities said, could be much higher. People in many residential colonies in the town live in constant fear and hesitate to venture out after dark because of the presence of a large number of stray dogs.

A few days ago, residents of Veerappan Chatram were shocked to see a pack of stray dogs attacking two school students. Another school boy in Sambath Nagar was bitten by stray dogs last week.

“At least 20 to 25 dogs can be found on every street in the town. They feast on overflowing dust bins and un-cleared garbage, chase the children, knock them down on the streets, and cause serious injuries,” a senior citizen here points out. Over 20 dogs can be seen even on the Government Hospital premises.

Visitors and patients to the hospital are taken by surprise, as dogs chasing each other suddenly dart across the paths, doctors point out.

Erode Corporation officials say that they are implementing the Animal Birth Control programme for dogs through an animal welfare agency.

“Surgeries were performed on dogs to control population,” Commissioner B. Balachandran says. People, however, have expressed disappointment over the measures taken by the Corporation as the population of stray dogs is fast growing despite the sterilisation programme. “Even after sterilisation, dogs are left to roam freely on the streets. Sterilisation does not prevent dogs from chasing and biting children,” says Kathirvel, an insurance advisor.

Councillors oppose enactment of rules for building plan approval

Opposing move:Councillors engaged in heated arguments at the corporation council meeting in Tirunelveli on Tuesday.

Tirunelveli: Councillors of various wards unanimously voiced their concerns and expressed discontent over the proposed enactment of 18 new rules for building plan approval at the corporation council meeting here on Tuesday.

Mayor A.L. Subramanian presided over the meeting.

Suba. Seetharaman, chairperson, Palayamkottai Zone, who raised objection over the sudden changes in the formalities for obtaining plan approval for construction of buildings, said that new regulations should not be effected without proper consent from the councillors.

Prior to this subject on the agenda, formal consent should have been obtained from Village Administrative Officer, Tahsildar, Fire Service Department, Highways Department and other legal bodies, he argued.

Meanwhile T. Subramanian, chairperson, Thatchanallur Zone, said it would certainly be a formidable task for the public to fulfil all rules and regulations for obtaining plan approval. Even with the existing rules, people were made to run from pillar to post for obtaining the approval and it would be a lengthy process to clear all the formalities, if the changes were made in addition to the existing regulations.

S. Vishwanathan, chairperson, Tirunelveli Zone, indicated that the main drinking water storage tank was not being maintained properly. Balakrishnan, AIADMK councillor of ward – I, sought explanation for the proposed changes. Stating that some people had encroached on the corporation lands in Rahmath Nagar and KTC Nagar and Francis, DMK councillor sought the intervention of the officials to take appropriate action.

The Mayor said remedial measures would be taken. He added that a consultative meeting would be convened shortly with the authorities concerned to decide whether changes would be made on implementing a set of rules for obtaining building plan approval.

THANJAVUR: At the Municipal Council meeting held here on Monday, Councillors belonging to the AIADMK and MDMK alleged that the Council has not taken any steps to lay roads as promised by it .

Chitra, (AIADMK) said during the Millennium celebrations of the Big Temple, it was said that roads in Thanjavur will be improved at a cost of Rs. 25 crore. But except for a few roads, all the other roads remained the same with potholes . Even the roads laid at the time of the festival were not of the stipulated standard.

The Council Chairperson Ms.Thenmozhi Jayabal, had earlier assured councillors of improving the roads to international standards by using funds from the Tamil Nadu Urban Road Infrastructure Development Fund (TURIF). A proposal from the Municipality has also been sent to the government but nothing tangible has emerged out if it.

Rajeswaram (AIADMK) said under the TURIF scheme, Tamil Nadu Government has announced that Rs.1, 000 crore will be spent for all the Municipalities in the state for improving roads, but Thanjavur Municipality is yet to get its share.

All the other Municipalities like Kumbakonam and Pattukottai have received their share .

Municipal Commissioner Mr.Nadarajan said a proposal worth Rs. 19.50 crore for laying roads to a distance of 56 kms has been sent to the government under TURIF scheme and it is believed that Rs.3 crore will be allotted soon .

Kumar, (DMK) said that during the Millennium celebrations the administration has promised to lay roads to a distance of 15 km in ward 37, but only 3 km length was laid and the rest 12 km stretch has not been covered as promised.

The Councillor appealed to the Municipal Chairperson Thenmozhi Jayabal to take up the work immediately.

Irai Karkuzhali (DMK) said that a resolution can be passed to impress the government to include Thanjavur town in the combined drinking water scheme planned for Madukkur, Pattukottai, Sethubavachathiram and Peravurani unions from Kollidam river at Thirumanur.

This should be done taking into consideration future drinking water needs of the Thanjavur Municipal area.

Mrs.Thenmozhi Jayabal said Thanjavur Municipal Council has completed four years and is entering its fifth year.
