Proposal to be prepared for tie-up with Germany

Focus will be on conservation of water resources


COIMBATORE: The Mayor of Coimbatore and the Coimbatore Corporation Commissioner will initiate the process of preparing a draft proposal for tie-ups with a German city in sharing expertise in development and education and to promote cultural exchange.

District Collector P. Umanath told presspersons here on Thursday that the proposal would be placed before the Corporation Council and also the Union and State Governments for their approval.

The Collector said this at a press briefing on the recent visit by him, Mayor R. Venkatachalam and Corporation Commissioner Anshul Mishra to the German city of Esslingen am Neckar to study the infrastructure development and activities in other areas.

The president and secretary of Esslingen Coimbatore Association also accompanied them.

It was a reciprocal visit by a team from Coimbatore, after a similar visit by one led by the Lord Mayor of the German city here in January last year.

Ten broad areas of common interest had been identified for tie-up: culture and sport; education (school exchange programme); solid waste management; traffic; healthcare; mutual exchange on activities in civil society and of service organisations; a similar exercise in industrial technology; underground sewerage; infrastructure development and environment problems.

Esslingen city looked at helping Coimbatore in the conservation of water resources, capacity building in students and carrying out improvements to Government hospitals, the Collector said.

“Esslingen views this as an exchange between two societies and not between two Government agencies of both cities,” the Collector said.

Agreement

Agreements would be signed when Esslingen's team visited the city after the proposals by the Corporation were cleared by the Council and the Governments.

On other good practices, the Mayor said plugging loss of water during distribution was being done effectively in Esslingen.

“The loss was only 7.7 per cent as against 28 per cent to 30 per cent in Coimbatore,” he said.

There was total public support to all systems in that city, right from traffic rules to judicious use of water, he said.

Mr. Mishra pointed out that all schemes in Esslingen were implemented with people's participation and this was the reason for their success.

This could be replicated in Coimbatore by increasing the awareness among the people on the significance of their involvement.

On specific basic infrastructure, Mr. Mishra said the German city had good footpaths and separate lanes for those using cycles.

The Mayor said a multi-storeyed parking lot has been constructed at the corner of every road. Besides, there was total discipline in parking. No one parked vehicles in non-designated areas.

The Collector and the Commissioner said it would be inappropriate to expect Coimbatore to change into Esslingen overnight.

Good start

The German city had a good head start in the implementation of development projects.

A number of good practices were studied and efforts would be made to apply these locally.

CHENNAI: The maternity hospitals being remodelled in seven zones of the Chennai Corporation will become fully operational in December, Mayor M.Subramanian said here on Thursday.

The Corporation has a 24-hour maternity hospital in each of its 10 zones and the facilities in Sanjeevaroyanpet, Pulianthope, Shenoy Nagar, Meersahibpet, Vadapalani, Saidapet and Adyar are being remodelled. As part of the project, at a total cost of Rs.16.6 crore, the facilities at the hospitals are being improved.

Mr.Subramanian announced this at the launch of free nutritious meal for mothers at its hospitals. “The number of births in the corporation maternity hospitals has increased from 8,000 in 2006 to 16,503 last year. This year the number of births is expected to touch 18,000.”

The hospitals would have paediatric and outpatient blocks, intensive care unit, lift and ramp for the benefit of the pregnant women.

Over 5,000 caesarean deliveries are carried out at the maternity hospitals every year and all of such mothers would be given free nutritious meals for five days. For normal delivery, meals would be supplied to mothers for three days.

The nutritious meals would be supplied four times a day. It would include vegetables, fruits, pulses, cereals and milk. Self Help Groups have been given the responsibility of preparing the food for the mothers at a total cost of Rs.55 lakh a year. During pregnancy, blood tests are conducted free at the hospitals.

A total of 1,000 babies named in Tamil would receive rings from Chief Minister M.Karunanidhi shortly, said Mr. Subramanian. Chennai Corporation Commissioner Rajesh Lakhoni participated.

Ambattur municipality nets more revenue of Rs.10 lakh

CHENNAI: Ambattur Municipality has launched a survey to identify properties that have been under-assessed or not assessed for property tax.

In the fortnight since the survey was launched, the local body has been able to record additional annual revenue, from such properties, of Rs.10 lakh.

Officials of the municipality said that about 160 properties had been found unassessed during the survey in 22 streets.

A total of 149 buildings were also identified as under-assessed as they had either additional plinth area or the building usage had changed from residential to commercial. During the survey, nearly 30 persons in various parts of Ambattur were also found not to have paid professional tax.

Vacant Land Tax dues have not been paid to the local body by 114 owners. Four teams of officials comprising revenue inspector and bill collectors are involved in the survey, an official said.

The team would submit a report on the survey in various streets on a weekly basis. There are about 90,000 property tax assessees in the local body.

On an average, the municipality receives revenue of nearly Rs.3 crore by way of property tax every month.

“We are expecting to collect Rs.2 crore as professional tax for the half-year ending September,” said an official.

Water charges

The municipality has also geared up to collect water charges from the localities such as Korattur that are covered by piped water supply. Of the Rs.96 lakh, including arrears, that is to be collected, the local body has received Rs.23 lakh since April. An arrear of nearly Rs.78 lakh has been pending for over a decade, an official said.

Nearly 2,400 house connections are being provided drinking water procured from Chennai Metrowater. The municipality has disconnected supply to 121 houses in the last few weeks as part of its measures to collect long-pending dues. Last year, around Rs.22 lakh was remitted towards water charges.
