Corporation wakes up to parking woes

CHENNAI: The Madras high court's order on Tuesday that the Chennai Corporation and the traffic police should take action against business establishments cornering road space near their shops/showrooms to create exclusive parking lots, is seen as a welcome development, but many wonder how far the authorities will succeed in implementing it.

Chennai Mayor M Subramaniam has assured that the civic body will, as per the high court order, remove all such exclusive parking lots' of commercial establishments in the city. "Our officials have started making a list of such places where shops and showrooms occupy road space and use it as their own parking lots. While vehicles are parked on both sides of many roads, we are also making a list of roads that are more than 40ft wide to allow parking only on one side. At the same time, we propose to totally prevent parking on smaller roads,'' he said.

On their part, traffic police said they cannot not take action against the erring establishments under the Motor Vehicles Act but can book them only on charge of causing public nuisance, and recommend licencing authorities to cancel the licence of such establishments.

Additional commissioner (traffic) M Ravi said, "We have booked 1.37 lakh cases of parking violations in the city from January 1 to September 7 this year. We will go through the high court order once we get a copy and act accordingly."

Road safety experts pointed out that primary responsibility of solving the parking problems lies with the Chennai Corporation and the CMDA which, they said, should not give permission for construction of buildings unless they show adequate parking space.

"An average of 30% to 40% road space is occupied by parked vehicles. Private establishments should not be allowed to use the road margins as if it was their own parking lot and action should be taken at least on arterial roads. The practice of residential complexes not permitting visitors' vehicle inside their premises should also be viewed seriously. It is the visitors' vehicles that occupy most of the road space," said transportation engineering professor A Veeraraghavan in IIT, Chennai.

"Roadside parking of vehicles is a major problem in almost all areas in the city. It causes severe hindrance to traffic on roads like Konnur High Road, which is already too narrow to handle movement of large vehicles. Authorities should ensure that the court order is implemented in letter and spirit,'' said K Ramadoss, general secretary of Ayanavaram Residents Welfare Association.

Multi-level car parking likely soon

CHENNAI: Chennai Corporation is likely to begin the construction of multi-level car parking at Wallace Garden in Nungambakkam next week.

The civic body has already issued work order to the consortium of Marg Group and Apollo Hospitals to build the parking lot which will have the capacity to park 200 cars and 290 two-wheelers. It will hand over the land on Thursday to the contractors to commence the project.

Corporation commissioner Rajesh Lakhoni said the civic body had also received bids for another multi-level car parking which was going to come up on Broadway, having a capacity to park 500 cars and 660 two-wheelers. The bids would be placed before the council soon for approval, Lakhoni said.

With regard to Madras high court's order rejecting the corporation's decision to construct a multi-level parking facility in T Nagar, the commissioner said the civic body had filed an appeal in the Supreme Court.

The fees in the multi-level parking facility will be Rs 15 for the first hour for cars and Rs 10 for every additional hour. For two-wheelers, it will be Rs 10 for the first hour and Rs 5 for every additional hour.

Corporation officials said they were studying possibilities to build multi-level parking lots in places like Adyar, Anna Nagar, Purasawakkam and Vadapalani. At presently, the civic body has about 150 parking lots in the city which are maintained by Tamil Nadu Ex- Servicemen's Corporation.

As Chennai roads see at least 700 new vehicles every day, many road safety campaigners urge that the civic body should come out with more multi-level and underground parking lots. Chennai Metropolitan Development Authority (CMDA) has already built a two-level underground parking facility in Koyambedu.

According to a study Parking Requirements of Chennai Metropolitan Area' done by the CMDA, vehicle ownership in Chennai saw an increase from from vehicles per 100 persons in 1981 to 14 per 100 persons in 1991 and, to 30 per 100 persons in 2001.

Civic body to auction stalls at Bandra fair
With the high court directive limiting the number of the stalls during the Bandra fair to 165, the civic body is planning which stalls should be allowed to conduct business. It will hold auctions for these 165 stalls on Wednesday and whoever bids the highest gets the stall. The Bandra fair begins on September 12.

Two delegations of candle makers, who regularly put up stalls at the fair, led by Bharatiya Janata Party corporator Ashish Shelar and Congress corporators Asif Zakaria and Rehbar Khan met Additional Municipal Commissioner Manisha Mhaiskar asking her to give more than 50 per cent stalls to those selling religious items such as candles, rosary  beads and flowers.

“Two kinds of stalls are generally put up. Those selling religious things and others which have games or sell food items. We will decide how to go about the auction process,” said Mhaiskar.

Bandra residents had dragged the municipal corporation to court on August 17 over the hawker menace during the eight-day Bandra fair at  Mount Mary church.

The petition filed by 250 residents sought that the corporation should act against illegal hawkers, who encroach upon the entire area around Mount Mary church during the fair.

Mhaiskar will discuss the issue with the Municipal Commissioner Swadheen Kshatriya on Tuesday.
