‘Anti-street vendor policy’ assailed


CHENNAI: Ignoring a letter from Prime Minister Manmohan Singh seeking implementation of the National Policy on Urban Street Vendors 2009 and in gross violation of a Madras High Court direction that vendors should not be evicted from their places of business without providing them alternative sites, the Tamil Nadu government has been carrying out evictions.

The latest eviction occurred last week on the arterial Anna Salai, depriving 171 street vendors of their livelihood because the government saw them as an ‘eyesore’ for the city, according to P Karunanidhi, general secretary of Chennai City Small Traders Association.

In all, one lakh street vendors and hawkers, 20,000 of them in Chennai alone, have been evicted in the last 11 months in Tamil Nadu, according to V Mageshwaran, national executive committee member of the National Association of Street Vendors of India.

That the evictions are being carried out despite the PM’s letter to all chief ministers in August this year, clearly indicated the TN government’s ‘anti-street vendor’ policy, Mageshwaran said.

The letter points out ``The revised National Policy on Urban Street Vendors 2009 aims at ensuring that urban street vendors are given due recognition at national, state and local levels to pursue economic activity without harassment and at the same time, locations on which such activity is to be pursued are earmarked in Zoning plans.’’ While States like Madhya Pradesh and Orissa have implemented the policy successfully by issuing ATM cards for Rs 25,000 to free street vendors from the clutches of moneylenders and have formed special vendors zones, Tamil Nadu is following an anti-street vendor policy in the name of beautification of urban space, said Mageshwaran.

Pointing out that the HC in 2006 directed the formation of a committee with retired judge A Ramamurthi as chairman and that the committee should find alternative spots for the vendors before their eviction, P Karunanidhi said the eviction in Anna Salai was in violation of that order. While the judgment clearly stated that a survey should be conducted and identity cards issued to hawkers in Chennai within six months, nothing has been done in the past three years.

The anti-street vendor attitude has only helped local administrators and the police to harass the vendors.

VELLORE: The State government has dismissed the Gudiyatham municipal chairman, R.S. Sivaprakasam, of the Dravida Munnetra Kazhagam, through an order by the Secretary, Department of Municipal Administration and Water Supply, dated December 10.

The dismissal follows the passing of a no-confidence motion against the chairman by a majority of councillors at a special meeting convened by S. Balasubramaniam, Regional Director of Municipal Administration (RDMA), Vellore, at the municipal office in Gudiyatham on October 21.

Thirty-one out of 35 surviving councillors attended the special meeting, and of them, 29 supported the motion, for which notice was given by 30 councillors, thus paving the way for the successful passing of the motion, which required the support of 80 per cent of the surviving members to be passed.

The protagonists of the motion expressed their lack of confidence in Mr. Sivaprakasam on the grounds that he did not regularly conduct the meetings of the municipal council, made frequent trips abroad, did not meet the public regularly to hear their grievances, acted arbitrarily in matters concerning the administration of the municipality and that he threatened the councillors.

Mr. Balasubramaniam told The Hindu that the Government Order was issued based on the council resolution, expressing lack of confidence in Mr. Sivaprakasam.

A copy of the G.O. was pasted in the house of Mr. Sivaprakasam in Gudiyatham on Tuesday.

He said that the Vice-Chairman, S. Soundararajan (DMK), would act as chairman till a new chairman is elected.

Asked when the election would be held to elect a new chairman, the RDMA said that the State Election Commissioner (SEC) would notify the date of election. After the SEC notifies the date, the Commissioner of the Gudiyatham Municipality would conduct the election and send a report to the SEC.

TIRUCHI: Corporation Commissioner T.T.Balsamy has appealed to residents in Tiruchi West and Tiruchi East Assembly segments to extend their full cooperation to the field workers who would visit door-to-door for the cent per cent verification of electoral rolls.

Briefing field workers who are to carry out the work, Mr.Balsamy said that separate booth level officers for the two Assembly segments have been nominated to execute the task. They would visit door-to-door to verify whether voters already in the electoral rolls were still residing at the same place, whether the photos and names matched the details given in the rolls and whether there were eligible voters whose names have not been included in the electoral rolls. They would also check whether there has been any migration/death of voters.

Mr.Balsamy told the officials to ensure that no area was left uncovered during the field verification. No person can have double entry in one or more Assembly segment. Provision of wrong information by the voters would attract penal action. All enumerators should wear their identity cards while carrying out the field verification. Assistant Commissioners of the Corporation and field workers attended the meeting.
