City Development Plan to form the basis for the projects to be drawn up

Consultants will be appointed, says Commissioner


TIRUCHI: Buoyed by the Centre’s decision to extend to the Jawaharlal Nehru National Urban Renewal Mission (JNNURM) to urban local bodies with a population of five lakhs and above, officials of the Tiruchi Corporation are busy preparing proposals to be forwarded for financial assistance under the project.

The corporation has planned to seek over Rs.1,000 crores for major civic infrastructure development projects in the city.

Tiruchi, Salem and Tirupur Corporations have qualified for inclusion under the JNNURM consequent to the Union government’s decision to relax the population criteria.

Previously, urban local bodies with a population of 10 lakhs and above only were eligible to get assistance under the project.

Following a request from the Chief Minister, M.Karunanidhi and the Deputy Chief Minister, M.K.Stalin’s recent meeting with officials of the Union government, the Centre has now decided to include urban local bodies with a population above five lakhs under the project. Tiruchi City, as per the 2001 census, had a population of about 7.52 lakhs.

The Director of Municipal Administration has directed the Commissioner of the Corporation to come up with proposals to be discussed at a meeting this week.

Corporation officials were now working on drawing up the proposals.

A City Development Plan, already prepared by Community Consulting India Private Limited, will form the basis for the projects to be drawn up now.

The plan presents an assessment of the existing infrastructure of the city and its requirements over the next 30 years.

The Corporation had commissioned the consultant to prepare the plan to identify the development priorities of the city in anticipation of getting financial assistance under the JNNURM.

Speaking to The Hindu, Commissioner T.T.Balsamy indicated that the major projects that were proposed to be taken up under the JNNURM would include the extension of the underground drainage scheme to the suburban areas of the city, establishment of a state-of-the-art sewage treatment plant, a massive solidwaste improvement project and complete renovation of eight major drainages that serve as flood carriers during monsoon

The extension of the underground sewage system to the suburban areas was a felt need as most of the newly added residential colonies lack the facility now.

The new project was expected to be even bigger than the recently implemented underground drainage scheme, sanctioned at a cost of about Rs.100 crores under the National River Conservation Programme.

Mr.Balsamy said once the preliminary list of projects were finalised, consultants would be appointed to prepare detailed project reports for them individually.

State government renews interest in Sriperumbudur project

CHENNAI: The proposal for a greenfield airport at Sriperumbudur is gaining momentum following Airports Authority of India (AAI) Chairman V.P. Agrawal’s announcement putting on hold the construction of a parallel runway at the Chennai airport.

The State government has started showing renewed interest in building a new airport near Sriperumbudur.

An earlier proposal by the State government had identified nearly 4,500 acres, spread over 42 villages in Tiruvallur and Kancheepuram districts, for the second airport.

Villages identified

Government sources say Kiloy, Siru Kiloy, Mambakkam and Vadamangalam in the Sriperumbudur block in Kancheepuram district and Thiruppandhiyur, Kottaiyur and Vayalur in the Kadambathur block in Tiruvallur district are some of the villages identified for acquiring land for the project.

The AAI Chairman had also pointed out that according to an internal study taken up by them, Sriperumbudur was an ideal location for a second airport.

The State government was thinking on the same lines, which would fulfil the need for a bigger airport for Chennai.

Kancheepuram district Revenue officials are preparing a detailed project report for acquiring 40 acres for the secondary runway expansion project. This would be contiguous to the already acquired 129 acres, which had been handed over to the AAI.

The additional area would be used for constructing perimeter fencing and lighting around that area, say Revenue officials.

The acquisition process is expected to begin in about three months, the Revenue officials add.

Full-fledged website to be launched soon, says Commissioner

Rajahmundry: The Municipal Corporation of Rajahmundry (MCR) is making serious efforts to be part of the ‘Vision City’, a Central Government scheme. Municipal corporations of Hyderabad, Visakhapatnam and Vijayawada have been included in the scheme in the State. It is hoped that MCR too will be bestowed the status at least by next year.

As a first step in that direction, a full-fledged website – www.rajahmundrycorporation.com – would be developed with the help of historians, Municipal Commissioner K. Manik Raj told The Hindu on Wednesday. The website would officially be launched on August 15 or during the council meeting on August 22, the first after he assumed office. The website would aim at enhancing accountability of every department and provide every citizen access to information pertaining to issues concerning them. Matters concerning all departments will be put on the website. Information pertaining to plan approvals, BPS, new GOs, births and deaths, tap connections, taxation, revenue, billing, historical places and what not, all would be made available at the click of the mouse, the Commissioner added.

Six projects

Mr. Manik Raj said that under JNNURM three places were selected under Vision City hoped that MCR would get the status by next year.

As part of the efforts, the corporation would also undertake six projects under public private partnership mode. The first such project would be development of a scatting ring in 1,800 sft vacant land opposite P.V. Narasimha Rao park on Godavari tank bund for which Expression of Interest was called. The other schemes include energy conservation, streamlining rainwater, collection of garbage by ITC, construction of Sulabh Complexes and distribution of 50 wireless sets to sanitary inspectors.
