Proposed parking lots unscientific: Congress

The BJP which is the ruling party in the Bruhat Bengaluru Mahanagar Paalike (BBMP) council, had recently announced the plan to construct underground multi-tiered parking lots at several places including Freedom Park.

Congress leader in the BBMP council M. Nagaraj told reporters that the BJP had failed to obtain legal opinion on the subject and would be violating the Karnataka Municipal Corporation (KMC) Act 1976 if it went ahead with the project.

He claimed that the BJP was also trying to get mega BBMP projects transferred to the Bangalore Development Authority (BDA) before the formation of the standing committees to avoid opposition from corporators.

“Until the standing committees are formed, we will not let them approve the resolution. The public have to be taken into confidence before the BBMP goes ahead with any such project,” he said.

Proposals on restoring Cooum will be ready by end of July

 
CHENNAI: Singapore Cooperation Enterprise (SCE), consultant for the Cooum restoration project, will come out with proposals for preparation of a detailed project report (DPR) by July end.

A four-member delegation from Singapore, led by SCE-international partnerships manager Dennis Neo, visited the city early this month and made a field study along the Cooum river bank and held detailed discussions with stakeholders. It also collected details from various line departments, including the city corporation, Metrowater, slum clearance board, pollution control board and public works department, involved in the ambitious Cooum clean-up project. However, the DPR would be ready only in early 2011, official sources said.

The team had also sought a high resolution satellite image of the 65-km-long river for making a detailed study, but the Institute of Remote Sensing, Anna University, entrusted with the task of taking satellite images of the city, needed six more months to submit its report, the sources added.

The Chennai River Restoration Trust (CRRT), formed by the government with a mandate to restore rivers and water bodies in the city, entered into a memorandum of understanding with the SCE on March 18. Besides drawing up a conceptual master plan for Cooum restoration, the SCE will also provide technical assistance during project implementation and in training of officers. The entire project has been planned to be completed in 10 years.

Though the erstwhile Cooum Sub-basin Restoration and Management unit has already prepared a master plan at an estimated cost of Rs 1200 crore, the Singapore agency is expected to suggest some innovative technology as it has a fool-proof system in sewage treatment and solid waste management.

Based on the SCE's suggestions, the total project cost would be estimated and funds would be sought from the Union government as well as from financial agencies like the World Bank, the sources said.

Corporation Council passes 29 resolutions at meeting

CHENNAI: A total of 29 resolutions, including one approving the bid of a contractor to construct stormwater drains in Royapuram watershed at a cost of Rs.25.11 crore under the Jawaharlal Nehru National Urban Renewal Mission, were passed at the Chennai Corporation Council meeting here on Monday.

Upgrading of high schools

Resolutions pertaining to upgrade of high schools in Kolathur and Subbaroyan Street to higher secondary and two middle schools in MMDA Colony to high schools, supply of uniform materials to Chennai School students and approval of bid for construction of flyover at Mint at a cost of Rs.19.40 crore were also passed.

Leader of Opposition Saidai P. Ravi urged the civic body to collect property tax from private schools that refused to accept the fee amount fixed by the State government.

He said that the civic body must bring in some kind of regulation for the shops on the Marina beach that sell food stuff.

R. Elumalai of Ward 67 said that the civic body must set up water purification plants at playgrounds and parks to provide safe drinking water to the public.

Councillor of Ward 59, Devi alias Devaki, said that owing to contamination of drinking water, residents of several areas in north Chennai had been admitted to the Communicable Diseases Hospital with complaints of cholera. Mylapore MLA S.Ve. Shekar said the work for construction of two gassifiers at the burial ground in Mylapore for which he had sanctioned Rs.80 lakh from his MLA Development funds had not been taken up.

He urged the civic body to construct a foot overbridge near Andhra Mahila Sabha on Durgabhai Deshmukh Road.
