New bridge nearing completion

The Anna Nagar link road project, which has been making a tardy progress over the past four years, finally seems to be heading towards completion with the construction of the bridge across the Uyyakondan river reaching the finishing stages.

Sources in the Tiruchirapalli City Corporation say the link road will be completed in the next three months.

The civic body has drawn much flak, from residents and the elected representatives over the execution of the project which has been progressing in fits and starts since 2009.

The road is to link Anna Nagar Main Road and Lawsons Road Junction near the MGR Statue in Cantonment in the city.

The project included the construction of a new bridge across the Uyyakondan near the Uzhavar Sandhai grounds.

The road was sanctioned several years ago at a cost of about Rs. 4.38 crore, which includes a grant of Rs. 1.20 crore from Seed Capital Assistance Scheme of Department of Town and Country Planning.

The contract for the project, including the construction of the bridge, approach roads, and drains alongside the road, was bagged by a Dravida Munnetra Kazhagam functionary under the previous government.

The work commenced in earnest only in 2011. It suffered at least two breaks owing to the delay by the contractor, leading to calls for cancellation of the contract. The work resumed in June last year after the civic authorities went in for certain changes in the design of the bridge.

Corporation sources say the final slab of the new bridge would be laid on Thursday and the work on laying the approach road towards the Lawsons Road junction would commence soon. Once the work on the bridge is completed, the approach road will be laid. The corporation has acquired a portion of land from the district court complex for laying the approach road to the new bridge from the Cantonment side.

Meanwhile, the Corporation Council at its meeting on Tuesday approved a proposal to strengthen the Anna Nagar Main Road and link it up with the new bridge at a cost of Rs. 75 lakh.

Another proposal to build retaining walls along the approach road and storm-water drain on the Anna Nagar Main Road side, at a cost of Rs. 50 lakh, was approved.

The link road is expected to ease the congestion on Thillai Nagar Main Road and Woraiyur Road.

Motorists face hardship owing to the traffic bottleneck on the Anna Nagar Main Road-Pattabiraman Pillai Road junction as all mofussil buses entering the city from the Chathram Bus Stand side have been diverted through the Anna Nagar Main Road.

Once completed, the link road is expected to become an arterial road in the city.

The project, initially estimated at Rs. 4.28 crore, was sanctioned several years ago. Work has been progressing in fits and starts ever since it was started in 2011. Corporation has decided to strengthen Anna Nagar Main Road and link it with the bridge.

The Corporation will re-lay the tiled walkers’ path skirting the Nainarkulam tank. An outlay of Rs.4.25 crore has been earmarked for the project. A resolution to this effect was passed by the Corporation Council meeting on Monday.

The path was laid seven years ago at a cost of Rs 40 lakh.

Last upgraded in 2006, the water body is shunned by the public as it is choked with hyacinth, sewage and garbage.

As part of the upgrade, a retaining wall was constructed in the northern and eastern parts of this tank at a cost of Rs.1.25 crore to prevent sewage from flowing into it. The narrow road connecting Thatchanallur and Tirunelveli Town along the bank of the tank was widened to ease traffic congestion. A new bridge was also constructed and sodium vapour lamps were installed along the stretch.

The walkers’ path was laid shortly afterward.

The tank drew a steady stream of visitors. But all that changed when garbage began to be dumped into it and the pathway used for open defecation.

Monday’s Council meeting convulsed over the issue with Dravida Munnetra Kazhagam members walking out in protest.

Mayor Vijila Sathyananth fielded complaints about theft and fraud and assured the councillors that closed-circuit television cameras would be fitted at vantage points in the four zones of the Corporation to curb this and other unlawful activities.

The Chennai Corporation will construct pedestrian plazas at Luz Chruch Road and Pondy Bazaar. Mayor Saidai Duraisamy on Friday informed the Corporation Council that disabled-friendly structures will be in place in all new pedestrian facilities including the plaza.

“The pedestrian plaza will facilitate access to commercial neighbourhoods for a large number of people,” he said. New footpaths will be designed to facilitate unhindered pedestrian movement from one end of a road to the other. Roads that have space will get cycle tracks.

The Council on Friday also approved the third phase of Chennai mega city development mission.

A total of Rs.386.61 crore has been allocated for integrated development of roads. Development of footpaths will be made in such roads at an estimated cost of Rs.40.94 crore in the added zones of Tiruvottiyur, Manali, Madhavaram, Ambattur, Valasaravakkam, Alandur and Perungudi. The Mayor assured the council that bollards will be erected on footpaths to prevent vehicle movement in some areas. The height of newly designed footpaths will be six inches, with suitable design for easy entry and exit of residents in each building on the road. Junction boxes and pillar boxes on the stretches will be relocated.

The highest amount for footpaths has been allocated for Perungudi zone (Rs.18.62 crore) and the highest amount for roads has been allocated for Ambattur zone (Rs.87.44 crore).

Work on 314 roads has been completed at a cost of Rs.209.54 crore under the Chennai mega city development mission phase I. As many as 489 roads have been completed under Chennai mega city development mission phase II. The remaining work will be taken up after Metrowater completes other civic development works.

The work on 71 world class roads will be a stepping stone for improved roads and footpaths in the city, said Mr. Duraisamy.

Footpaths will be developed at a cost of Rs. 40.94 crore in the added zones.
