Special package for Madurai Corporation, says Minister

An amount of Rs. 133.87 crore would be released during 2013-2014 under the special package of Rs. 250 crore for comprehensive infrastructure improvement in the limits of Madurai Municipal Corporation.

Informing this in the Assembly on Monday while moving the demands for grants of his departments, Municipal Administration and Water Supply Minister K.P. Munusamy said, this would be used as contribution of the local body towards the underground sewerage scheme and stormwater drain works taken up under the Jawaharlal Nehru National Urban Renewal Mission. Last year, Rs. 116.13 crore was given.

Solar panels

Solar panels will be installed in all offices and buildings of the Coimbatore Municipal Corporation and multi-storeyed tenements in the city. This will be done as part of the Solar Cities programme of Union Ministry of New and Renewable Energy (MNRE). The Minister said that a memorandum of understanding had been executed with the ICLEI (International Council for Local Environmental Initiatives), South Asia, for the preparation of a detailed project report. [A senior official handling the subject of municipal administration said that nod from the Tamil Nadu Energy Development Agency and the Union Ministry had also obtained for the master plan.]

The Union Ministry had selected the Coimbatore City Municipal Corporation as one among 60 cities in the country for the purpose of declaring as Solar City.

LED streetlights

As for the implementation of LED (light emitting diode) streetlights in 101 town panchayats in the districts of Erode, Tirupur, Coimbatore and The Nilgiris, bid document was under preparation. Technical Committee and Empowered Committee were constituted to give suggestions on the bid document.

Of about 3.7 lakh streetlights in 529 town panchayats, 2,731 solar streetlights were functioning and the rest would be covered gradually.

The project of using Geographical Information System to carry out property and utility mapping with linkage to municipal information system was in advanced stages of implementation in the municipal corporations of Coimbatore, Madurai and Tiruchi and the municipalities of Gobichettypalayam and Rajapalayam at a cost of Rs. 3.92 crore. On completion, this would be extended to other urban local bodies, he said.

To ensure increased flow of funds to build quality urban infrastructure, the State government has a slew of initiatives such as setting of the Tamil Nadu Investment Promotion Programme (TNIPP), development of Madurai-Tuticorin Industrial Corridor and creation of shipbuilding yard and land bank.

Finance Minister O. Panneerselvam said the TNIPP would be formed with the assistance of Japan International Co-operation Agency and it would commence operations during the current year.

The TNIPP would aim at easing some bottlenecks faced by the investors, mainly by policy changes and correcting infrastructural inadequacies.

This will facilitate the investment flow of around Rs.770 crore for investment in small and medium infrastructure projects over three years.

Besides, an allocation of Rs.2,000 crore for the Infrastructure Development Fund and Rs.200 crore for the Project Preparation Fund was provided in the Budget Estimates 2013-14, he said.

Reiterating its assurance of creating land bank of 25,000 acres through State Industries Promotion Corporation of Tamil Nadu to attract more industries, Mr. Panneerselvam said a new ship building yard will be established in Tuticorin by the Tamil Nadu Industrial Development Corporation under public-private partnership mode.

“During the current year, the government will give a push to the development of the Madurai-Tuticorin Industrial Corridor.

The project proposes to create four manufacturing regions, one agri-business region, two business investment regions, a special tourism zone, one rural tourism hub and one knowledge hub. This will attract Rs.1,90,000 crore of industrial investment over a period of 10 years,” he said.

For promoting rural Business Process Outsourcing (BPO) centres, the State allocated Rs.10 crore and will soon announce a special package of support to stimulate and revitalise the Micro, Small and Medium Enterprises sector. A special package of incentives for encouraging investments for the development of the industrially backward districts of southern Tamil Nadu will also be announced soon, he added.

Keeping a time horizon of two Five-Year Plans in mind, the second volume of the Vision 2023 Document, with a shelf of key infrastructure projects was approved by the Tamil Nadu Infrastructure Development Board in its first meeting chaired by Chief Minister Jayalalithaa.

Rs. 2-crore grant for Kanyakumari

The Government allocated Rs.2 crores as grant under ‘self-sufficient scheme-2013’ to improve infrastructure in both urban and rural areas, said Collector S. Nagarajan.

According to a press release issued here on Tuesday, basic amenities would be developed with the 50 per cent or above contribution from people under. Beneficiaries could use the grant for construction of additional school and college buildings, hostels, toilets, laboratories, compound wall in government hospitals, primary health centres, sub-health centres, veterinary hospitals, libraries, schools and colleges.

The fund could also be utilised for implementation of drinking water schemes, construction of small bridges, noon-meal centres, school kitchen, fair price shop buildings, installation of solar lamps, streetlights and for purchase of computers in schools.

Interested individual, groups, public, private firms and institutions to develop infrastructure in their areas with 50 per cent contribution could contact the Collector, the release added.
