All municipalities to get underground sewers in 5 years

Tamil Nadu government is planning to have underground sewage network in all the 126 municipalities, nine corporations and 529 town panchayats in the next five years, according to a senior engineer with corporation.

A Vaitheesswaran, CADD engineer and a research scholar with Madras University, presenting his finding during a brain storming session on recent challenges and innovations in environmental management organised by department of geology, said that currently only 20 municipalities have underground sewage network and the state government plans to have a sewage network in all the municipalities and town panchayats in a phased manner in next five years.

The study, which was a result from findings from six municipalities including Valasaravakkam and Alandur (now under Chennai Corporation) besides Kancheepuram, Sathur, Periyakulum and Madurai, stated that the planning of sewerage network was done with unrealistic population projection and it does not match local condition of population growth.

The study stated that currently each house is provided with independent water storage tank by keeping one sump and one overhead tank. Hence minimum two days demand of water is stored in each house.

As a result the concept of hourly water utilisation differs from the hourly water utilisation prescribed by the municipality.

As a result this puts huge pressure on the sewerage network in the municipalities, he added. To handle such a huge flow, the pipe needs to be designed with proper peaking factor.

Dr Karthikeyan, joint chief environmental engineer of Tamil Nadu Pollution Control Board, also spoke on the occasion.

CHENNAI: Indiscriminate disposal of sewage by urban local bodies may soon be a thing of the past. The Tamil Nadu government has prepared a detailed report for providing underground sewerage scheme in corporations, municipalities and town panchayats in the state, the cost of which is estimated at Rs 22,227 crore.

An announcement to this effect was made by municipal administration minister K P Munusamy in the legislative assembly on Tuesday. Munusamy was responding to Poompuhar MLA S Pavunraj, who urged the state to take up an underground sewerage scheme for Tharangapadi town panchayat in Nagapattinam.

The minister said the government faced difficulties in executing the underground schemes in various local bodies due to lack of land to set up treatment facilities. "The lands are not available. Even if we get, the aggrieved neighbours move the court and get interim injunction, thus halting the programme," he said.

Tamil Nadu Water Supply and Drainage Board is implementing underground sewerage schemes costing Rs 900 crore in select district headquarters and towns with support from external funding agencies. The works are under various stages of execution in Tuticorin corporation and Namakkal, Ramanathapuram, Tiruvannamalai, Dharmapuri and Perambalur municipalities.

Pallavaram municipality may soon get a fully covered stormwater drain network with a massive proposal for the facility being conceived by the State government.

The project, with an estimated cost of Rs. 200 crore, will cover all 42 wards and is expected to take off once the underground drainage project in the municipality is completed.

According to official sources, the project is primarily aimed at ensuring that grey water from houses, shops and other commercial establishments is diverted through a networked and engineered system into pumping stations and subsequently the sewage treatment plant. This way, the principal water bodies and water channels in Pallavaram municipality could be saved from further degradation, the sources added.

Officials of the department of municipal administration and water supply told The Hindu that the finer points of the detailed project report were still being finalised.

Recently, a public hearing for the proposed project was convened to facilitate the airing of views, doubts and grievances of residents and representatives of civic groups.

The residents’ primary concern was if they would have to share the cost of the project. Officials had clearly stated that unlike the underground drainage and water supply improvement projects, the new project would not involve contributions from the public.

Officials had also said the underground drainage project, that now covers nearly 6,000 households, would be completed in a year’s time and cover all the 40,000-odd households.

Pallavaram is among the few local bodies in the suburbs in Chennai metropolitan area where a underground drainage project is currently under way. Principal pumping stations in multiple locations and a sewage treatment plant in Perungudi have already been completed.
