Patta regularisation scheme till September 2011

CHENNAI: In yet another pre-election sop, Chief Minister M Karunanidhi on Tuesday extended the special scheme to regularise encroachments on government poromboke lands being used as dwelling places, by one more year.  The scheme which comes to an end on September 30 will be in force till September 30,  2011.

During the past four years, 2,27,595 families have received free house pattas.  Along with the free pattas issued under other schemes,  the total number of free house site pattas issued has gone up to 7,56,902.

As there are other encroachments to be regularised in the limits of corporations and municipalities and with a view to benefit the people living in these areas, the special scheme has been extended for one more year, an official release here said.

The State government launched this special scheme on December 30, 2006 to regularise the encroachments on government poromboke lands being used as houses for more than 10 years, by issuing house site pattas. The scheme is being implemented by a committee headed by District Collectors. Poromboke lands in certain pockets like waterways and lakes are exempted under this scheme.

The scheme meant for six months from January 2007 was extended for a few times earlier by issuing certain clarifications.  Later, the annual income ceiling limit for getting free house site assignment, under this scheme was withdrawn and the amount paid by the beneficiaries for getting house site under this scheme was also ordered to be reimbursed to them. Further, it was also ordered that the house site pattas may be issued up to an extent of four cents in rural areas, two and half cents in municipal limit and two cents in corporation limit under this scheme.

COIMBATORE: The demolition squad of the Coimbatore Corporation stopped the construction of a building at Kamarajapuram along Mettupalayam Road in the city on Monday, saying that it did not have an approved plan.

Officials in the squad said the owners of the building had not even applied for plan approval. The squad, however, did not get into the usual procedure of demolition. Instead, it ordered a halt to the construction and seized materials used for it.

The construction workers were also sent out of the site.

The Corporation officials then pasted a notice at the site, which said that till plan approval was got further construction shall not be made. The building shall not be used for any purpose.

The notice sought to inform the public that the building was being subjected to action by the Local Planning Authority and the Corporation for violation of building rules.

An official said the site measured 520 sq.ft. and the two-storey building occupied the entire site, without the mandatory setback space.

Sept. 27: Despite the Chennai corporation’s drive against OSR (Open Space Reservation) land, several new buildings that have come up in Royapettah, Pursawalkam and T. Nagar continue to violate OSR and building norms. A major shopping mall with a multiplex in arterial Royapettah is yet to hand over 18 grounds of OSR land to the city corporation, said a senior official. Similarly, a popular textile showroom, which was recently opened in Pursawalkam, is also yet to hand over OSR lands, the official added.

A team led by Mayor Mr M. Subramanian is directly monitoring the issue and is pressurising the field officials to complete the acquiring process at the earliest. The official, however, said that the field officials in turn, are pressurised by other politicians.

When contacted, Mr Subramanian said several buildings in Adyar zone that were violating OSR norms were recently inspected and the lands were reclaimed. The corporation is now focusing on the Kodambakkmam xone and 52 grounds of OSR lands are to be acquired shortly. Subsequently, a similar drive will be undertaken in Kilpauk Zone and other areas.
