Coimbatore builders seek regular interaction with officials

‘Involvement of stakeholders will ensure better adoption of safety norms’

Following the fire accident at Vigneshwar Cresta here, for almost a week now the Coimbatore Corporation and the Local Planning Authority are taking action against unauthorised constructions in the city.

This is expected to control building rule and safety norm violations in the new and upcoming projects.

Apart from this, regular interaction and involvement of the stakeholders will ensure better adoption of safety norms, feel some of the building consultants in the city.

“Many of us do not know the details and changes of safety and development norms.

Regular meetings with the officials will create more awareness. For instance, some of the fire safety measures were not insisted upon for building licence 10 years ago.

Now, these have become mandatory,” says a property developer in the city.

Eight or nine years ago, the district administration and local body officials used to have meetings with the builders and promoters once in three or four months.

Based on these the builders had organised several training programmes for their members on safety measures.

Regular, extensive and open-minded meetings between officials and the stakeholders will certainly help have effective solutions and encourage voluntary action even in buildings where these measures are not mandatory, they say.

The genuine concerns of the builders and developers can be addressed through these meetings.

Further, there are several new trends such as use of security systems and uninterrupted power systems (UPS) in almost all the buildings now.

Solutions can be evolved for ensuring safety even while these are used.

The officials can conduct random inspections once a month, or take up a survey to identify those who violate rules in all buildings and structures that have major deviations, compromising on safety and security.

Action can be initiated on these buildings, they say.

Rs. 50-crore project to use plastics in laying of roads

Additional Rs. 50 crore for lake purification in State.

Enthused by the quality and durability of roads laid using waste plastics, Chief Minister Jayalalithaa on Thursday unveiled yet another project to make use of plastics for the laying of roads at a cost of Rs. 50 crore.

Making a statement in the Assembly, she also announced a Rs. 50-crore scheme for the following: to purify water in the lakes in the State through microbial culture, using non-pathogenic bacteria; to rejuvenate plants in Shola forests and to implement schemes through Ooty lake protection fund and the Gulf of Mannar Biosphere Reserve Trust.

The Chief Minister said the government allotted Rs. 153.50 crore in 2011-12 for laying tar roads using plastics in rural areas, covering 1,255 km. So far, 1,002 km distance of road has been laid. This year also 1000 km will be covered.

As far as urban areas are concerned, Rs. 153.61 crore was allotted. Again, in 2012-13, the government released Rs. 219.58 crore for laying 499 km roads. The government has issued orders for laying 100 km in 2013-14.

Besides making use of the Rs. 50 crore from the Environment Protection and Renewable Energy Development Fund, roads covering 446 km were renovated. In 2012-13, about 580 km long roads were covered.

Lake purification

Ms. Jayalalithaa said microbial culture would be used to purify the water in lakes.

“It is a cost-effective method and can increase the Dissolved Oxygen and reduce the Biological Oxygen Demand (BOD), Chemical Oxygen Demand (COD), nitrogen and phosphorus,” said R. Elangovan, executive engineer of the Public Works Department.

He said the method proved effective in Ooty Lake and the bacteria were available in liquid and powder forms.

“Though there are 10 strains, Bacillus species, Klebsiella species and Pseudomonas species are widely used,” Mr Elangovan explained.

New TNCB buildings

The Chief Minister announced new buildings for Tamil Nadu Pollution Control Board (TNPCB) offices in Sivaganga, Dindigul, Namakkal, and Virudhunagar districts at a cost of Rs. 12 crore.

She also extended the housing loan facility to the TNPCB workers, which will benefit 700 workers.

Buildings without approval to be sealed

The Tiruchirapalli City Corporation has initiated a survey to identify buildings that are constructed without approvals and in violation of approved building plans and rules.

Buildings that are constructed without approvals and in violation of the approved building plans will be sealed under the provisions of the Town and Country Planning Act.

Special teams have been formed in the Corporation to maintain a vigil and also conduct a survey to identify buildings which have been constructed without approvals and those built in violation of the approved plans. Such buildings will be sealed under the provisions of Sec.56 and 57 of the Town and Country Planning Act 1971.

Similarly, commercial complexes without parking space were being identified and appropriate action would be initiated against the owners of such buildings, Corporation Commissioner V.P. Thandapani said in a release.

Buildings within a radius of heritage structures should not exceed nine metres in height. Buildings exceeding the limit will also face action. Similarly, no building should be constructed within a radius of 100 metres of heritage structures maintained by the Archaeological Department.

No objection certificates should be obtained from the department for buildings constructed in a radius of 100 to 300 metres away from such structures.

Action will be initiated against buildings built in violation of the rule under the provisions of the Tiruchi Corporation Act and the Town and Country Planning Act.

Construction should be halted immediately on all buildings being constructed currently without approvals and in violation of the rules. Action would be initiated on violations noticed through the survey and all such buildings will be sealed immediately, Mr.Thandapani added.
