Metrowater boss directed to appear before HC

CHENNAI: The Madras High Court has directed the Secretary of Municipal Administration and Water Supply and the CMD of Chennai Metrowater Board to appear before it on December 6 in connection with a contempt of court case.

In his additional affidavit arising out of a contempt application, A Narayanan, a social worker in Virugambakkam, alleged that the special committee appointed by the court did not meet regularly and take any concrete decision on the issue relating to eradication of manual cleaning of sewerage lines.

Even after the order dated October 20 this year of the First Bench of the High Court, death of two sanitary workers was reported. The order was not complied with in its letter and spirit, petitioner contended and suggested that a retired judge of the High Court or a retired chief secretary be posted as the chairman of the committee.

The First Bench comprising Chief Justice MY Eqbal and Justice TS Sivagnanam observed on Wednesday that the materials placed by the petitioner prima facie showed that the authorities were bent upon violating and disobeying the directions issued by the court inasmuch as even after the last occasion when this court granted adjournment, a couple of persons died while cleaning the sewerage lines.

The bench directed the Government Pleader to file a report on the government’s response to the death of the workers.

“Since a prima facie case of contempt is made out, we direct the two officials to appear in person before this court on the next date of hearing to justify their inaction by filing affidavits,’’ the bench said and posted the matter on December 6.

Poor monsoon has belied hopes of water level rising in Siruvani Dam.

COIMBATORE: After the South West Monsoon failed to fill up Siruvani Dam, the major source of drinking water for the city and suburbs look set to be failed by the North East Monsoon also.

Water supply officials say the water level has to rise by another 14 ft to touch the full reservoir level of about 50 ft. When water should be overflowing from the dam at this point of time because of normal monsoon, water managers are compelled to foresee a tight situation in terms of drinking water supply in the summer of 2011. The reason is that water managers do not sound confident that the dam can fill up this year.

While the sources say that heavy rain over the next 10 days can fill the dam, there is still a tinge of scepticism that this may happen. That leaves the local bodies and the water board with austerity measures as the only option to ensure the dam did not dry up in summer when the Assembly elections may be held.

The rainfall in the catchment over the last 10 days has been poor, with the maximum being 40 mm on November 10. The water level in the dam has been 35 ft to 36 ft over these days. An official points out that a rise by even one foot is significant because of the huge dam spread area. But, the position right now is not encouraging.

If there is no marked rise in the water level from now, it will call for planning of phased reduction in the supply quantity from February or even earlier if bare minimum supply has to be sustained through the summer.

The water board also pins hopes on the Coimbatore Corporation's resolve to meet the March 31, 2011 deadline for the completion of the Pilloor Phase II drinking water scheme. This is expected to ease the pressure on the Siruvani scheme.

Two-day restricted supply under Golden Rock water scheme

Special Correspondent

TIRUCHI: Residential areas served by the Golden Rock Combined Drinking Water Supply Scheme would get restricted drinking water supply on Thursday and Friday owing to a repair in the power transformer and cables at the pumping station situated near the Ayyalamman Padithurai on the Cauvery River.

Corporation Commissioner T.T.Balsamy, in a release, said the quantum of supply under the scheme has come down owing to the problem. Consequently, supply would be lesser than usual in Ariyamangalam, Melakalkandarkottai, Ponneripuram, Senthaneeerpuram, Sangiliandapuram, Ponmalaipatti, Central Prison, Subramaniapuram, Airport, Sembattu, Kallukuzhi, Khaja Nagar, Khajamalai, Krishnamurthy Nagar, Thondaiman Colony, Anbu Nagar and Crawford over the next couple of days. He appealed to the residents of the areas to use drinking water sparingly.

According to Corporation sources, pumping of water from the bore wells of the scheme has come down to 12 million litres a day (MLD) against the normal 19 MLD. Currently, water is being pumped using a 320 KVA generator.

Necessary equipment had been purchased from Chennai and repair works were underway.
