Issue notices to builders flouting rules: Minister

Speaking at Mangalore City Corporation review meeting here on Wednesday, he said “if they fail to turn up even after the notice, then MCC should cancel their license.”

He called upon the Corporation officials not to support the violators. Don’t leave any scope for the violation of parking slots in a building, he added and said: “many building owners think that building violation is their birth right. However, officials should not give scope for violation by supporting their activities.”

Bylaws on parking

Home Minister Dr V S Acharya stressed the need to bring in amendment to the bylaw on parking in the wake of increasing violation of parking slots.

 “In spite of widening the roads, we are facing traffic congestion as the roads are occupied for parking. Off road parking is essential. The roads are not meant for parking,” he added.

Parking policy

Mangalore City Corporation Commissioner Dr Vijayaprakash said SDM College has been asked to prepare a comprehensive report on parking policy in the City. The report is likely to be submitted to the Corporation within 10 days.

Deputy Commissioner V Ponnuraj said multi-layer car parking is needed in the City. “We are planning to have three such multi-layer car parking facilities.”

Enforcement Cell

He also said that Mangalore City Corporation should have an Enforcement Cell to see that violations do not take place in the City.

Mangalore Urban Development Authority (MUDA) President Dr Madhava Bhandary said that though Mangalore has beautiful roads, the footpaths are encroached by the vehicles, leaving the pedestrians on road. “There is a need to construct railings for footpath, so that vehicles can not be parked. Those cellars which houses shops should be vacated and reserved for parking.”

The Minister said that if violations are noticed in the buildings which are under construction, then government will take action.

Minister assures to summon files related to Mall

When the issue of building violation by City Centre mall on K S Rao Road, was brought to the notice of the Minister, Deputy Commissioner V Ponnuraj said the building had undergone series of litigations as they had violated the rules and regulations. Though in the beginning, fire department failed to issue a NOC, after they rectified the loopholes, the NOC was given. Later, the owner of the said building applied under 112 (c) and MCC had to issue them license. Later, Minister assured to summon all the files related to the particular building and initiate action against the same within a month.  The Minister also stated that 112 (c) is not license. But a tool to collect property tax from those who violate the rules and building.

Enquiry against AEEs

Minister for Urban Development, Law and Parliamentary Affairs Suresh Kumar directed MCC Commissioner Dr Vijayaprakash to hold an departmental enquiry against Assistant Executive Engineers (AEEs) who were involved in assault and rift, and submit a report on the same within 15 days.

Speaking at the Mangalore City Corporation review meeting here on Wednesday, he said the engineers should stop engaging themselves in fighting and should concentrate on the development works.
