New delhi: While its proposals like biometric registration and photo identity cards, among others, are still pending, the Municipal Corporation of Delhi (MCD) now proposes to develop model markets across the Capital to rehabilitate tehbazari holders.
The MCD’s proposals are meant to regularise street vendors and those with a tehbazari licence — to sell their wares on the city’s pavements and roads.
According to the proposal, the ‘model markets’ will be equipped with modern facilities to rehabilitate tehbazari-holders in line with the Delhi High Court’s orders.
According to officials, the first such market will be developed at INA Market near AIIMS and the civic body has already prepared the tender details. The bids will open on April 22. To be constructed at an approximate cost of Rs 1 crore, the market will be built by a private firm on a Design-Build-Own-Operate-Maintain-Transfer basis.
According to officials, the market will be equipped with all facilities required by licensed hawkers for everyday operations. There will be provisions of eco-friendly toilets which turn waste into soil conditioner and fertiliser. The MCD will provide tehbazari kiosks for the hawkers on a self-finance basis.
The agency will also take care of auxiliary facilities like construction of footpaths, installation of streetlights, CCTV cameras and building street furniture and locker rooms.
The private firm which will be awarded the bid will maintain all infrastructure facilities, including the toilets, for 30 years.
After the INA Market project is completed, the MCD will develop similar models across all 12 municipal zones in the Capital.
As per MCD’s records, there are around 80,000 tehbazari-holders in its 12 zones at present.
The project will help MCD regularise street-vending and hawking and also offer suitable rehabilitation to licensed hawkers and vendors, as directed by the Delhi High Court.
