RWAs protest amendment in Urban Areas Act
GURGAON: Protesting the amendment in the Haryana Development and Regulation of Urban Areas Act 1975, several members of the Resident Welfare Associations ( RWAs) submitted a memorandum to Haryana governor Jagannath Pahadia on Monday.
Claiming that the new bill will allow builders to obtain partial completion certificate, the RWA members demanded that the Act be repealed.
The partial completion certificates, explained the members, would enable the builders to take maintenance charges without completing the required work or providing mandatory facilities.
A PIL has been filed in the apex court on the issue and the government should have waited for the final order before making the amendment, claimed the members.
R S Rathi, president of Gurgaon Citizens’ council said that the governor had assured the residents that he will consider their concerns.
“We filed a case against DLF, state government and Director Town & Country Planning, Haryana, in which DLF Qutab Enclave Residents’ Welfare Association is also an interested party. The Supreme Court hearing on the matter is scheduled soon,” said Rathi.
Residents claimed that the government has not taken cognisance of the heavy losses the bill will cause to the state exchequer.
“The estimated loss to the state exchequer due to the passing of the bill is about Rs 219 crore approx every year,” said another member of the association.
The residents also demanded that the Act be withdrawn.
