THIRUVANANTHAPURAM: The State Election Commission on Monday issued the notification with respect to the local body elections in the State.
The State government’s notification for the local body elections too was issued on Monday. Election notice was published as required under the procedures at the offices of the electoral officers in all the city corporations, municipalities, district panchayats, block panchayats and grama panchayats, an official press release said on Monday.
The commission said that over 5,000 forms for filing nomination papers were distributed during the day from the offices of the electoral officers in different districts.
The offices of the electoral officers and assistant electoral officers in all the local bodies will accept nomination papers on all days except public holidays till October 4.
The time for submitting the papers is from 11 a.m. to 3 p.m.
Scrutiny of nomination papers will be conducted on October 5.
The electoral officers will also allot symbols to the candidates on that day.
The press release said that candidates could use photostat copies of the prescribed form for submitting nomination papers.

Those facing revenue recovery proceedings from either the government or local bodies for defaulting payment of any dues could not contest in the elections. As per section 34 (1) (j) of the Panchayat Raj Act, anyone who had received a notice or bill from the government or local bodies in connection with payment dues is not eligible to contest the elections if the time for settling such dues has expired.
There is a similar provision in the Kerala Municipalities Act also, the press release said.The press release also cautioned sitting ward members, election candidates and political workers against involving themselves in the implementation of the Mahatma Gandhi National Rural Employment Guarantee Programme.
The responsibility of implementing the programme is reposed on the respective panchayat secretaries.
If others give any direction on the implementation of the programme, it will be considered as a breach of the election code of conduct.
177 file papers
As many as 177 persons filed nomination papers for the local body polls on the first day of filing papers on Monday. Malappuram accounted for the largest number, 55, followed by Ernakulam, 36, Kozhikode, 25, and Kottayam, 19. Palakkad did not open its account. The number of nominations filed in the other districts was as follows: Thiruvananthapuram — 7, Kollam — 6, Pathanamthitta — 1, Alappuzha — 6, Idukki — 3, Thrissur — 9, Wayanad — 3, Kannur — 3 and Kasaragod— 4.
